Methodology to support municipalities in the crisis management of levee failures

Abstract : Adapted to a local scale, French crisis management plans need to include a multi-hazard dimension in order to enable the mayors to deal with all the risks identified in their area. Although the municipalities of Grenoble-Alpes Metropole already have set up their municpal protection plans (PCS), the risk associated to the breaking of the levees on the Drac (tributary to the Isère river) is not sufficiently considerated yet. If such a risk is not taken into account in the local crisis management strategy, it can quickly overtake the capabilities of the managers, who would have to face and adapt to the emergency. Therefore, without anticipation, the evacuation of numerous citizen in a situation of emergency is difficult to consider. To overcome this point, a methodology was built and presented to support municipalities in the crisis management of levee failures. This research project, financed by Grenoble-Alpes Métropole, provided an initial response to the concerned municipalities. First based on the innovative approach of the evaluation of the local emergency plans and the capability of the municipalities to cope with risks, a new doctrine was built. Dealing with the anticipation of the levee failures, it led to the presentation of Graded Anticipation Plans (GAP) for two pilot-municipalities: Grenoble and Seyssinet-Pariset. Relying on hydrological level established by Meteo France and the levee managers, this doctrine focuses on the anticipated local response, graded according to the situation expected by the French Flood Forecasting Services and implemented before the first disorders in the levees can be observed. This research project is based on an iterative reflexive methodology : regular working sessions with both municipalities led to the elaboration of Graded Anticipation Plans adapted to the territories. Including « least regrets » decisions (e.g home working, preventive closure for establisments open to the public…) the GAP enables the elected officials to anticipate the information of sensitive people and their preventive evacuation through a « reverse proximity » mindset. Thus, the present doctrine shows the crisis management as a whole and allows the use of a shared language at the scale of a metropolis. In fine, the GAP ensures the coordination between affected municipalities upstream or downstream the Drac river. To ensure that the stakeholders take the outcomes on the GAP philosophy, a framework exercise was submitted to the two municipalities and Grenoble-Alpes Metropole. This exercise was designed with numerous educative purposes and three distinct phases : two in real time and one phase of reflexion on the next anticipation decisions. Not only were the GAP improved, but the players tested the communication between every crisis management entities. This point was crucial as it allowed the participants to clarify the continuity of each others competences, especially in regard of the French regulation with the transfer of the GEMAPI competence. By considering all the entities who may be involved (the Prefecture, levee managers on both sides of the Drac, water public company…), the exercise was a way to share the GAP strategy and philosophy. It was also the opportunity to underline the coordination and communication during an important weather event. This simulation highlighted the relevance of the anticipative approach, and beyond the learner’s interest, elected officials or municipal agents, the exercise shows the interest for the municipalities affected by the failure to use the anticipative strategy. At last, the main prospect of this research project is to extend the submitted tool to other municipalities affected by the phaenomenon and improve the GAP through simulations.
