Méthodologie d'appui aux communes pour la gestion de crise des inondations fluviales et côtières : évaluation objective des plans communaux de sauvegarde (PCS) et organisation d'exercices de gestion de crise

Abstract : On Réunion Island, the crisis management planning system applied to cyclonic events has existed for many years. However, more and more often, other intense and non-cyclonic phenomena occur, forcing the crisis management services to adapt accordingly. The work presented proposes to build a methodology for supporting municipalities in crisis management, based on an innovative evaluation approach for communal safeguard plans (CSPs), and the conception and implementation of specific crisis exercises at the municipal level to test and validate practices. This methodology was deployed within the framework of the SPICy research project (système de prévision des inondations côtières et fluviales en contexte cyclonique, ANR-14-CE03-0016) whose objective is to develop an experimental system for forecasting marine and river floods of cyclonic origin on Réunion Island. Deployed in 2 pilot municipalities, the results showed the relevance of the approach, the interest of elected representatives and managers, the utility for local authorities to have graduated intervention plans (PIG), and the need to test them.
